BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

July 14, 1998

 

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on July 14, 1998 at 8:00 p.m. in the Council Chambers of the Municipal Building, 248 Hamilton Avenue, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members of the Council by personal service on January 1, 1998 and transmitted to The Observer, The Record and the Herald News on January 2, 1998.

ROLL CALL: Present: Mayor William J. Torre, Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: None

 

SALUTE TO FLAG: Mayor Torre led in the Salute to the Flag.

 

Appointments: Alan Baker & Jeffrey Werner to Probationary Patrolmen

On motion by Councilman Link, seconded by Councilman DiPisa, and unanimously carried, the foregoing appointments were made.

 

Swearing in of Michael Colaneri as Acting Chief of Police

The Oath of Office was administered to Michael Colaneri by Mayor Torre.

The Oath of Office was also administered to Alan Baker and Jeffrey Werner by Mayor Torre.

 

BILLS:

BE IT RESOLVED that the claims and accounts amounting to $1,230,393.56 specified in the schedule, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On motion by Councilman Pepe, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Resolution was adopted.

 

APPROVAL OF MINUTES: November 25, 1997, December 9, 1997, December 23, 1997, January 1, 1998 - Sine Die & Reorganization & January 13, 1998

Councilman Link motioned, seconded by Councilman Heeren, to approve the foregoing Minutes. There were all ayes except Councilman DiPisa abstained on the Minutes of December 23, 1997.

On motion by Councilman Wassberg, seconded by Councilman DiPisa, and unanimously carried, the foregoing Resolutions were adopted. (Resolutions attached)

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF CERTAIN OF THE OFFICERS AND EMPLOYEES OF THE BOROUGH OF HASBROUCK HEIGHTS, NEW JERSEY, FOR THE YEAR 1998" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on July 28, 1998 at 8:00 p.m.

 

ORDINANCE NO. 1826:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AMEND AN ORDINANCE ENTITLED "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION MEMBERS OF THE HASBROUCK HEIGHTS POLICE DEPARTMENT FOR THE YEAR 1998" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on July 28, 1998 at 8:00 p.m.

 

ORDINANCE NO. 1827:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO SUPPLEMENT CHAPTER 45 OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS SO AS TO AUTHORIZE AND APPROVE AN EMPLOYEES' PERSONNEL MANUAL AND A DRUG AND ALCOHOL FREE WORKPLACE POLICY" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on August 11, 1998 at 8:00 p.m.

 

ORDINANCE NO. 1828:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE APPROPRIATING THE SUM OF $500,000.00 TO PROVIDE FOR THE ACQUISITION OF REAL PROPERTY FOR THE PURPOSE OF CONSTRUCTING THEREON A NEW FREE PUBLIC LIBRARY AND SENIOR CITIZEN CIVIC CENTER AND TO AUTHORIZE THE FINANCING OF THE COST THEREOF IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW BY THE ISSUANCE OF BONDS OR NOTES NOT TO EXCEED THE SUM OF $475,000.00 introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on August 11, 1998 at 8:00 p.m.

 

ORDINANCE NO. 1829:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO VACATE A PORTION OF AN UNIMPROVED PORTION OF CLEVELAND AVENUE BETWEEN STATE HIGHWAY ROUTE 17 AND A LINE RUNNING FROM THE POINT FORMED BY THE MOST SOUTHWESTERLY CORNER OF LOT 5 IN BLOCK 70 AND ANOTHER POINT FORMED BY THE MOST SOUTHEASTERLY CORNER OF LOT 6 IN BLOCK 68 AS THE SAME APPEARS ON THE CURRENT ASSESSMENT MAP OF THIS BOROUGH AS WELL AS AN UNIMPROVED PORTION OF THIRD STREET FROM ITS SOUTHERLY TERMINUS AT UNIMPROVED CLEVELAND AVENUE TO THE CURRENT NORTHERLY TERMINUS OF THAT PORTION THEREOF BETWEEN LOT 9 IN BLOCK 70 AND LOT 21 IN BLOCK 71 AS THE SAME APPEARS ON THE CURRENT ASSESSMENT MAP OF THE BOROUGH OF HASBROUCK HEIGHTS ALL AS PROVIDED IN N.J.S.A. 40:67-19" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on August 11, 1998 at 8:00 p.m.

 

ORDINANCE NO. 1830:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AMEND AN ORDINANCE ENTITLED "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF CERTAIN EMPLOYEES OF THE DEPARTMENT OF PUBLIC WORKS OF THE BOROUGH OF HASBROUCK HEIGHTS, NEW JERSEY, FOR THE YEAR 1998" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on July 28, 1998 at 8:00 p.m.

On motion by Councilman DiPisa, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Ordinances for Introduction were adopted.

 

ORDINANCE(S) ON PUBLIC HEARING: None

 

MISCELLANEOUS FROM PUBLIC:

Mayor Torre stated that in accordance with the By-Laws, he is waiving the public portion of the meeting this evening.

 

RECESS FOR CAUCUS:

Mayor Torre announced the Governing Body will now recess for Caucus.
