September 22, 1998

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on September 22, 1998 at 8:00 p.m. in the Council Chambers of the Municipal Building, 248 Hamilton Avenue, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members of the Council by personal service on January 1, 1998 and transmitted to The Observer, The Record and the Herald News by mail on January 2, 1998.

ROLL CALL: Present: Mayor William J. Torre, Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: Councilman Justin A. DiPisa, Councilman Garrett R. Pepe

NOTE: Councilman Pepe was not present during the roll call. He arrived at 9:00 p.m., immediately after Ordinance No. 1835 was introduced.

APPROVAL OF MINUTES: (August 25, 1998 & September 8, 1998)

On motion by Councilwoman Verrastro, seconded by Councilman Heeren, and unanimously carried, the Minutes of the above noted meetings were adopted.





BE IT RESOLVED that the claims and accounts amounting to $51,286.23 specified in the schedule having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On motion by Councilman Link, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Resolution was approved.




Under Land Use, Councilman Link reported that the total number of fees collected in the month of August was $7,400 for a value of construction of $641,000. 91 permits were issued, 39 for building, 15 for plumbing, 21 for electric, 5 for driveways, 4 for fences and 7 for fire prevention, 20 certificates of zoning compliance were issued, 17 contractor registrations/renewals and 66 inspections were made on buildings and 29 on zoning. As Deputy Commissioner of Sanitation, he reported that in reference to the Burr Place sanitary sewer relining, the Borough Engineer has completed a field survey, between Division Ave. and Henry St., where the existing sanitary sewer main will be relined. Field data has been plotted and construction plans are being drafted. He reminded residents that leaves may be raked into the street, placed in paper sacks or containers for pickup. Plastics bags will not be collected. A total of three sanitary sewer connection permits were issued. Under Finance, the current cash balance as of August 31st was $2,564,000 all of which was invested, earning approximately 5 1/2% in interest. Cash receipts totalled $2,816,000 of which $2,756,000 was from current taxes, $1,800 from prepaid taxes and $57,900 from miscellaneous revenues. Cash disbursements totalled $2,366,000 of which $999,974 was for local school taxes, $531,000 for County taxes, $358,000 for salaries and $476,000 for other expenses.



Councilman Heeren reported that during the month of August there were 900 requests for service, 118 via 911. A total of 6500 miles were accumulated on the vehicles during the month. The Department has increased its use of radar to reduce speeding in the Borough. Police exams will be held in the near future for additional police officers, as there were and are upcoming retirements. He read several letters from individuals commending the Police Department and its officers for their assistance in the writers times of need. There were 524 summons issued, 197 being for moving violations and 327 for parking, with the majority, 268, being for overnight parking.



Under Health, Councilwoman Verrastro reported that for the month of August there were 18 births, 6 males and 12 females, 73 burial permits issued, 470 certified transcripts, 16 dog licenses issued, 77 total deaths recorded, 3 food licenses issued, 9 vending machine licenses issued, 13 marriage licenses issued, 20 marriage licenses recorded and a total of 150 calls were answered. Under Recreation, she announced the dates of upcoming registrations for various programs.



Under Streets, Councilman Wassberg reported that the repaving of Burton Ave. has been delayed due to the fact the Borough is still waiting to hear from some of the utility companies. Repaving will take place either on weekends or off hours so as not to affect the schools daily activities. 18 trees were removed and 68 trees were trimmed and 5 sidewalk and 2 dumpster permits were issued. Under Parks, he announced the date of Town Day and that the Fire Department will be sponsoring Fire Safety Day at which demonstrations will be held and valuable information will be distributed. As Deputy Commissioner of Welfare, he reported that for the month of August there were 9 cases at the beginning of the month, 3 cases were closed, 3 cases pending, 3 cases denied, 25 referrals, monies expended for the month was $1,610 and 5 food distributions from the pantry.



Mayor Torre, on behalf of the Governing Body, expressed sincere condolences to the DiPisa family on the passing of Anthony DiPisa, Councilman DiPisa's father.


RESIGNATION: Arthur L. Jackson - Fire fighter, Engine Co. 2

Mayor Torre entertained a motion to accept the above mentioned resignation. On motion by Councilman Wassberg, seconded by Councilman Link, and unanimously carried, the foregoing resignation was accepted with regret.

Mayor Torre reported he attended a meeting with various Mayors, and other dignitaries to discuss curving the increase of traffic flow at the airports.



130. Granting of Raffle Licenses - Friends of B.C. Animal Shelter, Inc./FOCAS, H.H. Jr./Sr. H.S. PTSA & H.H. Band Parents Assn.

On motion by Councilman Link, seconded by Councilman Heeren, and unanimously carried, the foregoing Resolution on the Consent Agenda was approved. (Resolution attached)

On motion by Councilman Wassberg, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Resolutions were approved. (Resolutions attached)




BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AMEND AN ORDINANCE ENTITLED "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF CERTAIN EMPLOYEES OF THE DEPARTMENT OF PUBLIC WORKS OF THE BOROUGH OF HASBROUCK HEIGHTS, NEW JERSEY, FOR THE YEAR 1998" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on October 13, 1998 at 8:00 p.m.

On motion by Councilman Heeren, seconded by Councilman Link, and unanimously carried, the foregoing Ordinance for Introduction was adopted.

NOTE: Councilman Pepe arrived for the meeting.





Mayor Torre opened the meeting to the public for anyone wishing to speak. There being no one wishing to speak, Mayor Torre closed the meeting to the public.



There being no further business to come before the Mayor and Council, the meeting was adjourned.
