BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

September 14, 1999


A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on September 14, 1999 at 8:00 p.m. in the Council Chambers of the Municipal Building, 248 Hamilton Avenue, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members of the Council by personal service on January 1, 1999 and transmitted to The Observer, The Record and the Herald News on January 4, 1999.

ROLL CALL:
Present: Mayor William J. Torre, Councilman Andrew Link, III,Councilman Herbert D. Heeren, Councilman Justin A. DiPisa,Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: None.

SALUTE TO FLAG:
Mayor Torre led in the Salute to the Flag.

BILLS:
BE IT RESOLVED
that the claims and accounts amounting to $1,177.445.15 specified in the schedule, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On motion by Councilwoman Marlene Verrastro, seconded by Councilman Link, and unanimously carried, the foregoing Resolution was adopted.

Appointments:
Gerard Hackel to Engine Co. #2 and Bruce Werner Jr. as Fire Inspector.

On motion by Councilman Pepe, seconded by Councilman Di Pisa, they were unanimously carried.

Resignations:
William Kremer as Alternate to Zoning Board of Adjustment.

On motion by Councilman Heeren, seconded by Councilman DiPisa, it was unanimously carried.

RESOLUTIONS:

148. Payment of Fees to State - Dog Licenses
149. Authorizing agreement with Teresa Vertino regarding terms of her retirement
150. Redemption of Tax Title Lien - Leonard & M. & R. Rothman
151. Redemption of Tax Title Lien - First Union National Bank

153. Corpus Christi Church Bingo License
154. Concerned Parents of Corpus Christi School Bingo License

On motion by Councilwoman Verrastro, seconded by Councilman DiPisa, and unanimously carried, the foregoing Resolutions were adopted. (Resolutions attached)

Regarding Resolutions 153 and 154, concerning Corpus Christi Bingo License applications, the Mayor asked that they be sent to the state via overnight mail and he would make a call to the State on Wednesday, to ask that these applications be processed as soon as possible.

ORDINANCE(S) ON INTRODUCTION:

ORDINANCE NO. 1874:

AN ORDINANCE AUTHORIZING THE BOROUGH OF HASBROUCK HEIGHTS TO ENTER INTO AN AGREEMENT WITH THE COUNTY OF BERGEN TO PARTICIPATE IN THE BERGEN COUNTY OPEN SPACE, RECREATION, FARMLAND, AND HISTORIC PRESERVATION TRUST FUND

introduced this date be and the same is hereby passed on first reading and the Borough Clerk be and directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on September 28, 1999 at 8:00 p.m.

On motion by Councilman Wassberg, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Ordinance on Introduction was approved.

ORDINANCE(S) ON PUBLIC HEARING:
Mayor Torre opened the meeting to the public for anyone wishing to speak on Ordinance No. 1870 and Ordinance 1873. There being no one wishing to speak, Mayor Torre closed the meeting to the public.

ORDINANCE NO. 1870:
amending salary ordinance for Fire Dept. Secretary and Community Service Vehicle Driver:

AN ORDINANCE TO AMEND AN ORDINANCE ENTITLED "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF CERTAIN OF THE OFFICERS AND EMPLOYEES OF THE BOROUGH OF HASBROUCK HEIGHTS, NEW JERSEY, FOR THE YEAR 1999":

ORDINANCE NO. 1873,

salary ordinance for Acting Borough Clerk:

AN ORDINANCE TO AMEND AN ORDINANCE ENTITLED "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF CERTAIN OF THE OFFICERS AND EMPLOYEES OF THE BOROUGH OF HASBROUCK HEIGHTS, NEW JERSEY, FOR THE YEAR 1999"

On motion by Councilman Link, seconded by Councilman Wassberg, the foregoing ordinances were formally adopted.

ORDINANCE NO. 1871
authorizing sale of Lot 24.01 in Block 61 originally scheduled for public hearing, was asked to be held and closed to public hearing by a motion by Councilman Link, seconded by Councilman DiPisa, with all in favor.

MISCELLANEOUS FROM PUBLIC:
Mayor Torre waived opening the meeting to the public.

RECESS FOR CAUCUS:
There being no further business to be conducted during this portion of the meeting, the Governing Body recessed for Caucus at 8:30 p.m.

ADJOURN:
There being no further business to come before the Governing Body, the meeting was adjourned.
