M I N U T E S January 11, 2000
A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on January 11, 2000 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey. Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on December 28, 1999 and to The Observer, The Record and the Herald News on December 28, 1999. ROLL CALL: Present: Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg Absent: Councilman Justin A. DiPisa
Mayor Torre made known that Councilman DiPisa was not present due to the death of his mother, and asked for a moment of silence in her memory. Also absent was Borough Attorney Ralph Chandless who was ill.
SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.
COMMUNICATIONS: None
APPROVAL OF MINUTES: December 14, 1999 On a motion by Councilwoman Verrastro, seconded by Councilman Heeren, and unanimously carried, the Minutes of December 14, 1999 were approved.
BILLS: Be It Resolved that the claims and accounts amounting to $2, 073,549.78 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor. On a motion by Councilman Link, seconded by Councilman Pepe, and unanimously carried, the foregoing resolution was adopted.
RESOLUTIONS: 15. Redemption of Tax Title Lien - Block 45, Lot 36.1 16. Redemption of Tax Title Lien - Block 40, Lot 1 17. Redemption of Tax Title Lien - Block 45, Lot 36.3 18. Redemption of Tax Title Lien - Block 103, Lot 9.1 19. Authorizing Promotion of Lieutenant Robert Kroncke to Captain 20. Authorizing Promotion of Lieutenant William Castiglione to Captain 21. Granting of Raffle Licenses - Hasbrouck Heights Junior Woman's Club 22. Authorize Treasurer to Sell Bond Anticipation Note 23. Confirm and Ratify Action of Chief Financial Officer 24. Endorse Central Bergen County Smart Planning Grant Application 25. Authorize Execution of Animal Shelter Contract On a motion by Councilman Pepe, seconded by Councilman Wassberg, and unanimously carried, the foregoing Resolutions were adopted (Resolutions attached).
APPOINTMENTS: Mayor Torre noted the Resolutions authorizing the promotion of Robert Kroncke and William Castiglione. He asked Robert Kroncke and his family to come forward and the Oath of Office was administered to Robert Kroncke on his promotion to Captain. Next, William Castiglione and his family came forward and Mayor Torre administered the Oath of Office promoting him to Captain. A round of applause and pictures followed each promotion. He thanked all the family members for coming and said if they wanted to leave at this time to attend any festivities, they could do so.
RESIGNATIONS: Krista Waddell from the Ambulance Auxiliary On a motion by Councilman Pepe, seconded by Councilwoman Verrastro, the resignation of Krista Waddell from the Ambulance Auxiliary was accepted with regret.
ORDINANCE(S) ON INTRODUCTION: ORDINANCE No. 1885: BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF MEMBERS OF THE HASBROUCK HEIGHTS POLICE DEPARTMENT FOR THE YEAR 2000 IN ACCORDANCE WITH THE TERMS OF A CONTRACT BETWEEN THE BOROUGH OF HASBROUCK HEIGHTS AND THE POLICEMEN’S BENEVOLENT ASSOCIATION LOCAL 102" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on January 25, 2000.
ORDINANCE NO. 1886: BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF CERTAIN EMPLOYEES OF THE DEPARTMENT OF PUBLIC WORKS OF THE BOROUGH OF HASBROUCK HEIGHTS, NEW JERSEY, FOR THE YEAR 2000" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on February 8, 2000. On motion by Councilman Heeren, seconded by Councilwoman Verrastro, and unanimously carried, to approve the foregoing Ordinances for Introduction.
MISCELLANEOUS FROM PUBLIC: This being the first meeting of the month, the Mayor dispensed with opening the meeting to the public and said that the meeting would be open to the public on January 25.
ADJOURN: There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
