BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

November 14, 2000

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on November 14, 2000 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on December 28, 1999 and to The Observer, The Record and the Herald News on December 28, 1999.

ROLL CALL: Present: Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Garrett R. Pepe, Councilman John Wassberg

Absent: Councilman Justin A. DiPisa, Councilwoman Marlene Verrastro

 

SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.

 

COMMUNICATIONS: Thank you to the Hasbrouck Heights Fire Department from the Mayor of Edgewater for their assistance during a recent fire.

 

PETITIONS: None

 

APPROVAL OF MINUTES: (October 12, 2000)

On a motion by Councilman Heeren, seconded by Councilman Pepe, and unanimously carried, the foregoing minutes were adopted.

 

BILLS:

BE IT RESOLVED that the claims and accounts amounting to $2,954,523.99 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On a motion by Councilman Wassberg, seconded by Councilman Pepe, and unanimously carried, the foregoing resolution was adopted.

On a motion by Councilman Link, seconded by Councilman Pepe, and unanimously carried, the foregoing Resolutions were adopted (Resolutions attached).

 

APPOINTMENTS: Al Cerelli Transfer from Engine Company #2 to Hook and Ladder Company

On a motion by Councilman Pepe, seconded by Councilman Wassberg, and unanimously carried, the foregoing Appointment was accepted.

ORDINANCE (S) ON INTRODUCTION:

ORDINANCE NO. 1913:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AMEND AND SUPPLEMENT SECTION 55-19 ENTITLED "SPECIAL PROTECTION" OF CHAPTER 55 ENTITLED "POLICE DEPARTMENT" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS SO AS TO PROVIDE THAT THE SPECIAL SERVICES AFFORDED THEREUNDER MUST BE APPROVED BY THE CHIEF OF POLICE AND SO AS TO SPECIFICALLY SET FORTH THE FEES FOR SUCH SERVICES" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on November 28, 2000.

 

ORDINANCE NO. 1914:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO SUPPLEMENT SECTION 261-38 OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS REGULATING VEHICLES AND TRAFFIC SO AS TO INCLUDE THE INTERSECTION OF PLANT ROAD EXTENSION AND PLANT ROAD WITHIN THE LIST OF INTERSECTIONS DESIGNATED AS "STOP INTERSECTIONS" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on November 28, 2000.

 

ORDINANCE NO. 1915:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AUTHORIZE THE ACQUISITION OF COMMUNICATION EQUIPMENT AND TO APPROPRIATE THE SUM OF $120,000.00 THEREFOR, TO AUTHORIZE THE IMPROVEMENT OF PARKS AND TO APPROPRIATE THE SUM OF $50,000.00 THEREFOR, TO AUTHORIZE THE IMPROVEMENT OF THE POLICE PISTOL RANGE AND TO APPROPRIATE THE SUM OF $50,000.00 THEREFOR AND TO AUTHORIZE THE ACQUISITION OF A 4-WHEEL DRIVE MOTOR VEHICLE FOR THE USE OF THE POLICE DEPARTMENT AND TO APPROPRIATE THE SUM OF $35,000.00 THEREFOR, ALL OF WHICH APPROPRIATIONS SHALL BE MADE FROM A SPECIAL LEGISLATIVE GRANT THROUGH THE NEW JERSEY DEPARTMENT OF COMMUNITY AFFAIRS MADE TO THIS BOROUGH FOR THE AFORESAID PURPOSES IN THE TOTAL SUM OF $255,000.00" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on November 28, 2000.

Mayor Torre commented on Ordinance No. 1915, that this grant was initiated by Assemblywoman Rose Heck with sincere appreciation, and especially that these areas were much in need of the funds allocated.

On a motion by Councilman Pepe, seconded by Councilwoman Link, and unanimously carried, the foregoing Ordinances on Introduction were accepted.

 

ORDINANCE(S) ON PUBLIC HEARING:

Discussion that followed was whether Ordinance No. 1911 could be held, and it was decided to pass this ordinance, which could be amended in the future, as time was of the essence before year end. Mayor Torre opened up the meeting to the public for anyone wishing to speak on Ordinance No. 1911, and no one came forward.


ORDINANCE NO. 1911:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO FURTHER AMEND AND SUPPLEMENT CHAPTER 271 ENTITLED "TOWING OF VEHICLES" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS SO AS TO  CLARIFY THE REQUIREMENTS THAT A FULL AND COMPLETE APPLICATION BE SUBMITTED BY THE DEADLINE ALREADY FIXED THEREIN, TO REFINE THE REQUIREMENT IN RESPECT TO THE APPLICANT’S EXPERIENCE IN THE BUSINESS AND TO REFINE THE LANGUAGE REGARDING THE HOURS DURING WHICH A STORED VEHICLE CAN BE RETRIEVED" be now passed on second and   final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

On a motion by Councilman Link, seconded by Councilman Heeren, Councilman Pepe and Councilman Wassberg having reservations, and unanimously approved, the foregoing Ordinance was adopted.

 

MISCELLANEOUS FROM PUBLIC:

This being the first meeting of the month, the Mayor dispensed with opening the meeting to the public and said that the meeting would be open to the public on November 28, 2000.

 

RECESS FOR CAUCUS:

The Mayor announced that the meeting would be recessed for Caucus.

 

ADJOURN:

There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
