BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

December 12, 2000

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on December 12, 2000 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on December 28, 1999 and to The Observer, The Record and the Herald News on December 28, 1999.

ROLL CALL: Present: Councilman Andrew Link III (who had arrived at 8:32 p.m.), Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: None

 

SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.

 

COMMUNICATIONS: None

 

PETITIONS: None

 

APPROVAL OF MINUTES: (November 14, 2000 and November 28, 2000)

On a motion by Councilman Heeren, seconded by Councilman Pepe, and unanimously carried, with Councilman DiPisa and Councilwoman Verrastro abstaining from the November 14, 2000 minutes, and Councilman Wassberg abstaining from the November 28, 2000 minutes, the foregoing minutes were adopted.

 

BILLS:

BE IT RESOLVED that the claims and accounts amounting to $1,271,307.45 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On a motion by Councilwoman Verrastro, seconded by Councilman Pepe, and unanimously carried, the foregoing resolution was adopted.

 

CONSENT AGENDA:
175. Authorize Raffle License for Hasbrouck Heights Band Parents Association, Inc.

On a motion by Councilman Pepe, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Consent Agenda resolution was approved.

178. Authorizing Extension of Time for Award of Contract of Ottawa Avenue Road Project

On a motion by Councilman Wassberg seconded by Councilman Heeren, and unanimously carried, the foregoing Resolutions were adopted (Resolutions attached).

RESIGNATIONS: None

 

ORDINANCE (S) ON INTRODUCTION:

ORDINANCE NO. 1916:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF MEMBERS OF THE HASBROUCK HEIGHTS POLICE DEPARTMENT FOR THE YEAR 2001 IN ACCORDANCE WITH THE TERMS OF A CONTRACT BETWEEN THE BOROUGH OF HASBROUCK HEIGHTS AND THE POLICEMEN’S BENEVOLENT ASSOCIATION LOCAL 102" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on December 26, 2000.

On a motion by Councilman Link, seconded by Councilman DiPisa, and unanimously carried, the foregoing Ordinance on Introduction was accepted.

 

REPORTS:

Municipal Building Committee Report (Copy Attached). Councilman Pepe issued the above report and memorialized it for the record.

On a motion by Councilman Pepe, seconded by Councilman DiPisa, and unanimously carried, the foregoing Report was approved.

Councilman DiPisa, when his name was called for the Roll Call, said that all due consideration would be made by the Planning Board and Board of Adjustment. Mayor Torre commented that this plan would proceed to those boards and there would be another opportunity for the public to comment before those boards. He continued it had been a long year, a lot was learned from the public, and the committee had tried to satisfy everybody, but of course everybody would not be happy. They felt they were presenting the most efficient plan for the future. Additional funding will be sought from the legislators. He thanked the Fire Department, Police Department, Ambulance Squad, DPW, Emergency Management Michael Kronyak, Ralph Chandless, all Borough employees for a wonderful team effort and all the members of the Council who worked together as a team, and all the residents for their support, good and bad, and special mention to Assemblywoman Heck who was supportive and helpful with her experience and financially.

 

MISCELLANEOUS FROM PUBLIC:

This being the first meeting of the month, the Mayor dispensed with opening the meeting to the public and said that the meeting would be open to the public on December 26, 2000.

 

RECESS FOR CAUCUS:

The Mayor announced that the meeting would be recessed for Caucus.

 

ADJOURN:

There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
