BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

July 11, 2000

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on July 11, 2000 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on December 28, 1999 and to The Observer, The Record and the Herald News on December 28, 1999.

ROLL CALL: Present: Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: Councilman Justin A. DiPisa

 

SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.



COMMUNICATIONS
: None

 

APPROVAL OF MINUTES: (May 23, 2000)

On a motion by Councilwoman Verrastro, seconded by Councilman Wassberg, and unanimously carried, the foregoing minutes were adopted.

 

BILLS:

Be It Resolved that the claims and accounts amounting to $1,322,731.15 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On a motion by Councilman Pepe, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing resolution was adopted.

 

CONSENT AGENDA: None

 

RESOLUTIONS:
109. Payroll

110. Payment of Fees to State - Dog Licenses

111. Payment of Fees to State - Construction Fees

112. Payment of Fees to State - Marriage Licenses

113. Authorize Professional Services Contract with Ernest Del Guercio Jr. for Property Appraisals

114. Authorize Extending Due Date for Third Quarter Taxes

On a motion by Councilman Wassberg, seconded by Councilman Heeren, and unanimously carried, the foregoing Resolutions were adopted (Resolutions attached).

 

APPOINTMENTS: None

 

RESIGNATIONS: None

 

PROCLAMATION: The Hasbrouck Heights Jr./Sr. High School Girls Track Team were not able to come to this meeting and this would be held at a later date.

 

ORDINANCE ON CONTINUED PUBLIC HEARING:

The following ordinance was continued on public hearing until more information on size of vehicles was received:

ORDINANCE NO. 1896:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO SUPPLEMENT CHAPTER 261 ENTITLED "VEHICLES AND TRAFFIC" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS SO AS TO INCLUDE THEREIN A PROHIBITION AGAINST THE PARKING OF ANY MOTOR VEHICLES OF A GROSS WEIGHT IN EXCESS OF 8,000 LBS. (4 TONS) UPON ANY PUBLIC STREET WITHIN THIS BOROUGH EXCEPT FOR THE PURPOSE OF RECEIVING OR DELIVERING GOODS OR MATERIALS OR RENDERING OF SERVICES" introduced May 23, 2000, be and the same and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on July 25, 2000.

On a motion by Councilman Wassberg, seconded by Councilman Heeren, and unanimously carried, the foregoing Ordinance on Continued Public Hearing was accepted.

 

ORDINANCE(S) ON PUBLIC HEARING:

Mayor Torre opened the meeting to anyone wishing to speak on Ordinance No. 1905 on Public Hearing. As no one stepped forward, the ordinance was read by the Borough Clerk.

ORDINANCE NO. 1905:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AUTHORIZE AN AGREEMENT WITH THE BOROUGH OF WOOD-RIDGE TO PROVIDE "911" EMERGENCY TELEPHONE SERVICE THROUGH DECEMBER 31, 2004" be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

On a motion by Councilman Link, seconded by Councilman Heeren, and unanimously carried, the foregoing Ordinance on Public Hearing was approved.

 

MISCELLANEOUS FROM PUBLIC:

This being the first meeting of the month, the Mayor dispensed with opening the meeting to the public and said that the meeting would be open to the public on July 25, 2000.

 

RECESS FOR CAUCUS:

The Mayor announced that the meeting would be recessed for Caucus.

 

ADJOURN:

There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
