M I N U T E S November 13, 2001 Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on January 1, 2001 and to The Observer, The Record and the Herald News on January 1, 2001. ROLL CALL: Present: Mayor William J. Torre, Councilman Andrew Link III (arrived at 8:35 p.m.), Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilman Garrett R. SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.
PRESENTATION: Mayor Torre invited Anna Campesi of McCann Foods, to come forward. He also asked Lt. George Shihanian, Police Chief Michael Colaneri, Commissioner Marlene Verrastro, Deputy Police Commissioner Justin DiPisa, and Councilman Pepe to please come forward to accept this donation. Councilman Pepe gave a brief history of the Police Vest program.
MISCELLANEOUS FROM PUBLIC: At this point a member of the audience requested to address the council, and Mayor Torre asked for a motion to change the agenda, which was made by Councilman Heeren, seconded by Councilman Pepe, and unanimously carried. Judith Bonanno, 122 Central Avenue, who had lost a dear friend, Robert Miller, in the World Trade Center Attack on September 11, 2001 wanted to raise funds to plant trees at the new Municipal Complex in his name. The mayor and council welcomed her proposal and the information was given to Administrator Michael Kronyak. She was told that if the fund raising was a success, at that time a dedication could be held.
On a motion by Councilwoman Verrastro, seconded by Councilman DiPisa, and unanimously carried, the foregoing Minutes were approved.
PETITIONS: None COMMUNICATIONS:
None BILLS: BE IT RESOLVED that the claims and accounts amounting to $2,041,853.36 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor. Signed Herbert D.
Heeren On a motion by Councilwoman Verrastro, seconded by Councilman DiPisa, and unanimously carried, the foregoing Resolution was adopted.
CONSENT AGENDA: On a motion by Councilman Heeren, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Consent Agenda Resolution was approved (copy attached)
RESOLUTIONS: A brief discussion ensued regarding Resolution No. 164 by Borough Attorney Ralph W. Chandless Jr. that this resolution would postpone the delivery and extend the time of the buyback of the temporary garages. There was no guarantee, the outcome depending on weather and the construction process. 160. Payroll 161. Dog Licenses - Payment of Fees to State 162. Ratifying and Confirming Sale of Bond Anticipation Note 163. Authorizing of Tax Sale Certificate No. 2000-05 164. Authorizing Amendment to Contract for Temporary Garages for Fire Department Delaying Delivery to Allow the Fire Department to Remain on Hamilton Avenue Until It Can Be Relocated to the Boulevard Site if Possible In addition to the borough attorney’s comments previously stated, Mayor Torre enumerated the reasons why the Fire Department was not relocating to Teterboro and since there was no immediate site available they would remain on Hamilton Avenue. There was a good possibility that in the spring they could be relocated to Central Avenue when some of the heavy equipment was gone. On a motion by Councilman Heeren, seconded by Councilman DiPisa, and unanimously carried, the foregoing Resolutions were approved (copies attached).
APPOINTMENTS:
Angelo Talignani as a Substitute Crossing Guard On a motion by Councilman Pepe, seconded by Councilman DiPisa, and unanimously carried, the foregoing Appointments were approved.
RESIGNATIONS:
None ORDINANCE (S) ON INTRODUCTION: None
ORDINANCE(S) ON PUBLIC HEARING: Mayor Torre opened the meeting to the public for anyone wishing to speak on Ordinance No. 1948 and Ordinance No. 1949. ORDINANCE NO. 1948: BE IT RESOLVED that an ordinance entitled "AN ORDINANCE AUTHORIZING THE PURCHASE OF A NEW AMBULANCE FOR THE USE OF THE FIRE DEPARTMENT OF THE BOROUGH OF HASBROUCK HEIGHTS AND TO APPROPRIATE THE TOTAL SUM OF $150,000.00 PROVIDED BY A SPECIAL LEGISLATIVE GRANT TO ABIDE THE COST OF THE SAME" be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights. On a motion by Councilman Heeren, seconded by Councilman DiPisa, and unanimously carried, the foregoing Ordinance on Public Hearing was approved. It was suggested by the Borough Attorney that this ordinance be continued on public hearing until approval was received from Trenton.
ORDINANCE NO. 1949: BE IT RESOLVED that an ordinance entitled "AN ORDINANCE PURSUANT TO N.J.S.A. 40:48B-14 ET SEQ. TO AMEND AND SUPPLEMENT ARTICLE V ENTITLED "JOINT MUNICIPAL TAX ASSESSOR" OF CHAPTER 45 ENTITLED "OFFICERS AND EMPLOYEES" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS SO AS TO PROVIDE THAT THE OFFICE OF JOINT MUNICIPAL TAX ASSESSOR AS IS HITHERTO ESTABLISHED MAY ALSO SERVE THE TOWNSHIP OF ROCHELLE PARK UPON ITS ADOPTION OF THE NECESSARY ORDINANCE OR RESOLUTION CREATING THE SAME AND UPON ITS ENTRY INTO AN AGREEMENT OF CONDITIONS FOR THE OPERATION OF THE SAME WITH THIS BOROUGH AND THE TOWNSHIP OF SOUTH HACKENSACK" be continued on public hearing and notice of public on said ordinances to be held at a regular meeting of the Borough Council on November 27, 2001 at 8 p.m. On a motion by Councilman Pepe, seconded by Councilman Heeren, and unanimously carried, the foregoing Ordinance was continued on public hearing.
RECESS FOR CAUCUS: Mayor Torre announced that the meeting would be recessed for Caucus.
