BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

August 14, 2001

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on August 14, 2001 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey.

Council President Pepe (Mayor Torre was absent from this meeting) stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on January 1, 2001 and to The Observer, The Record and the Herald News on January 1, 2001.

ROLL CALL: Present: Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Verrastro, Councilman John Wassberg

Absent: Mayor William J. Torre, Councilman Andrew Link III

SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Council President Pepe led in the Salute to the Flag and Pledge of Allegiance.

 

PROCLAMATIONS: None

COMMUNICATIONS:

The following correspondence was received:

1. List of noise complaints received by Amports Aviation Group of Teterboro Airport from residents of Hasbrouck Heights for the month of July 2001. There were 26 complaints made.

2. Invitation to Mayor and Council from Bill O’Shea’s Florist to join in celebrating "Good Neighbor Day" on September 5, 2001.

3. Copy of report entitled "Living with the Future in Mind - Goals and Indicators for New Jersey’s Quality of Life from Robert C. Shinn, Jr., Commissioner of State of New Jersey Department of Environmental Protection.

4. Letter from Superintendent of Schools Dr. Richard Stepura thanking the Mayor and Council for their assistance and support during his 11 years with the Hasbrouck Heights School District.

5. Letter from Leonard B. Falato, Director of the Department of Community Affairs for the City of Hackensack, announcing that the Planning Board would be holding a public hearing regarding the adoption of the City’s Year 2001 Master Plan on Monday, Aug. 27 in the City Council Chambers at 7 p.m.

6. Letter and check from James E. Seath, President/CEO of The Arc of Bergen and Passaic Counties in appreciation for services provided to its citizens.

7. Copy of 2000 Annual Report for Hackensack University Medical Center.

8. Letter and copy of the Executive Summary of the New Jersey State Development and Redevelopment Plan from the New Jersey State Planning Commission.

A motion to waive the reading of any item of correspondence at length into the record and to accept the correspondence and place the same on file was made by Councilman DiPisa, seconded by Councilman Heeren, and unanimously approved.

 

APPROVAL OF MINUTES: (June 25, 2001, July 10, 2001 and July 24, 2001)

On a motion by Councilman DiPisa, seconded by Councilman Wassberg, and unanimously carried, the foregoing Minutes were approved.

 

BILLS:

BE IT RESOLVED that the claims and accounts amounting to $1,927,811.82 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On a motion by Councilwoman Verrastro, seconded by Councilman DiPisa, and unanimously carried, the foregoing Resolution was adopted.

On a motion by Councilman Wassberg, seconded by Councilman DiPisa, and unanimously carried, the foregoing Consent Agenda Resolutions were approved (copies attached)

On a motion by Councilman DiPisa, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Resolutions were approved (copies attached).

Resolution No. 116 was held to be read after the Ordinances on Public Hearing were read and approved.

 

MAYORAL APPOINTMENTS:
Andrea Bocker as Planning Board Alternate #2 Member

On a motion by Councilman DiPisa, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Appointment was accepted.

 

David Roche from Present Planning Board Alternate #1 Member to Regular Member

On a motion by Councilwoman Verrastro, seconded by Councilman DiPisa, and unanimously carried, the foregoing Appointment was accepted.

 

Edward Sees from Present Planning board Alternate #2 Member to Alternate #1 Member

On a motion by Councilman Wassberg, seconded by Councilman Heeren, and unanimously carried, the foregoing Appointment was accepted.

 

RESIGNATIONS: Bruce Werner, Jr. as Lieutenant of Engine Company One

On a motion by Councilman DiPisa, seconded by Councilman Wassberg, and unanimously carried, the foregoing Resignation was accepted with regret. It was noted that Mr. Werner was not resigning from the Fire Department, only from his post as Lieutenant of Engine Company One.

 

ORDINANCE (S) ON INTRODUCTION:

ORDINANCE NO. 1946:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO VACATE A SMALL PORTION CONTAINING 971 SQUARE FEET OF UNIMPROVED HILLSIDE DRIVE ALONG ITS NORTHERLY SIDELINE AT ITS TERMINUS AT FOURTH STREET IN THE BOROUGH OF HASBROUCK HEIGHTS PURSUANT TO N.J.S.A. 40:67-19" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on August 28, 2001.

On a motion by Councilman Wassberg, seconded by Councilman DiPisa, and unanimously carried, the foregoing Ordinance on Introduction was approved.

 

ORDINANCES ON PUBLIC HEARING:

Council President Pepe opened the meeting to the public for anyone wishing to speak on Ordinances No. 1941, 1942, 1943, 1944 and 1945. There being no one wishing to speak, Council President Pepe closed the public hearing on said ordinances.

ORDINANCE NO. 1941:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO APPROPRIATE THE SUM OF $190,000.00 TO PROVIDE FOR THE RESURFACING OF KIPP AVENUE FROM THE BOULEVARD TO TERRACE AVENUE INCLUDING THE REPLACEMENT OR REPAIR OF CERTAIN CURBS AND SIDEWALKS WITHIN THAT RIGHT-OF-WAY AND INCLUDING NECESSARY APPURTENANCES THERETO, TO APPLY A GRANT FROM THE NEW JERSEY DEPARTMENT OF TRANSPORTATION UNDER THE TRANSPORTATION TRUST FUND AUTHORITY ACT IN THE SUM OF $145,000.00 TO THE COST THEREOF , AND FURTHER TO AUTHORIZE THE FINANCING OF THE COST THEREOF IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW BY THE ISSUANCE OF BONDS OR NOTES NOT TO EXCEED THE SUM OF $40,000.00" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinances, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1942:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO APPROPRIATE THE SUM OF $45,500.00 TO PROVIDE FOR THE RESURFACING OF LA SALLE AVENUE FROM THE BOULEVARD TO OAK GROVE AVENUE AND PATERSON AVENUE FROM TERRACE TO BURTON AVENUES INCLUDING NECESSARY APPURTENANCES THERETO AND FURTHER TO AUTHORIZE THE FINANCING OF THE COST THEREOF IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW BY THE ISSUANCE OF BONDS OR NOTES NOT TO EXCEED THE SUM OF $43,000.00" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinances, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

ORDINANCE NO. 1943:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO APPROPRIATE THE SUM OF $343,500.00 TO PROVIDE FOR THE RECONSTRUCTION OF SUMMIT STREET FOR ITS ENTIRE LENGTH AND PLANT ROAD FOR ITS ENTIRE LENGTH INCLUDING THE REPLACEMENT OR REPAIR OF CERTAIN CURBS, SIDEWALKS, DRAINAGE FACILITIES AND OTHER NECESSARY APPURTENANCES THERETO ALL AS PART OF THE 2001 ROAD IMPROVEMENT PROGRAM AND FURTHER TO AUTHORIZE THE FINANCING OF THE COST THEREOF IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW BY THE ISSUANCE OF BONDS OR NOTES NOT TO EXCEED THE SUM OF $325,900.00" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinances, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1944:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO APPROPRIATE THE SUM OF $9,500,000.00 TO PROVIDE FOR THE CONSTRUCTION OF A NEW MUNICIPAL BUILDING ON THE BOULEVARD TO INCLUDE THE BOROUGH’S ADMINISTRATIVE OFFICES, A NEW FREE PUBLIC LIBRARY AND A SENIOR CITIZENS’ CIVIC CENTER AND FOR THE CONSTRUCTION OF A NEW PUBLIC SAFETY BUILDING ON HAMILTON AVENUE TO INCLUDE THE BOROUGH’S MUNICIPAL COURT, FIRE DEPARTMENT, POLICE DEPARTMENT AND OFFICE OF EMERGENCY MANAGEMENT, TO APPLY TO THE COST THEREOF $4,500,000.00 IN INSURANCE PROCEEDS AND A GRANT FROM COMMUNITY DEVELOPMENT IN THE SUM OF $339,156.00, AND TO AUTHORIZE THE FINANCING OF THE COST THEREOF IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW BY THE ISSUANCE OF BONDS OR NOTES NOT TO EXCEED THE SUM OF $4,427,000.00" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinances, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1945:

BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE PURSUANT TO N.J.S.A. 40A:14-183 ET SEQ. IMPLEMENTING THE EMERGENCY SERVICES VOLUNTEER LENGTH OF SERVICE AWARDS PROGRAM (LOSAP) FOR THE MEMBERS OF THE HASBROUCK HEIGHTS VOLUNTEER FIRE DEPARTMENT AND OF THE HASBROUCK HEIGHTS VOLUNTEER AUXILIARY AMBULANCE SQUAD AND REQUESTING THAT THE CLERK OF THE COUNTY OF BERGEN PRINT UPON THE OFFICIAL BALLOTS TO BE USED WITHIN THIS BOROUGH AT THE NEXT GENERAL ELECTION A NON-BINDING REFERENDUM TO DETERMINE THE SENTIMENT OF THE VOTERS REGARDING THE ESTABLISHMENT OF SAID PROGRAM AND FURTHER SUPPLEMENTING CHAPTER 28 OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS TO PROVIDE FOR AN OFFICER TO COMPILE QUALIFICATIONS AND CREDITS REQUIRED OF VOLUNTEERS HEREUNDER" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinances, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

On a motion by Councilman Wassberg, seconded by Councilwoman Verrastro, and unanimously accepted, the foregoing Ordinances on Public Hearing were approved.

 

RESOLUTION:
116. Authorizing Demolition of 210 Central Avenue and 214 Central Avenue

On a motion by Councilman DiPisa, seconded by Councilman Wassberg, and unanimously carried, Resolution No. 116 was approved.

Council President Pepe noted that the Tax office would be open on Saturday, Aug. 18, 2001 from 9 a.m. to noon for payment of third quarter 2001 taxes.

This being the first meeting of the month, the Council President dispensed with opening the meeting to the public and said that the meeting would be open to the public on August 28, 2001.

 

RECESS FOR CAUCUS:

Council President Pepe announced that the meeting would be recessed for Caucus.

There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
