M I N U T E S

November 26, 2002

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on Tuesday, November 26, 2002 at 8:00 p.m. at the Masonic Lodge, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey.

In Mayor Torre’s absence, Council President DiPisa stated that the meeting complied with the Sunshine Law, adequate notice of this meeting having been made to all members of the Council by personal service on January 1, 2002 and transmitted to The Observer, The Record and The Herald News on January 1, 2002.

ROLL CALL: Present: Councilman Andrew Link III, Councilman Herbert D. Heeren Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: Mayor William J. Torre

 

SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Council President DiPisa led in the Salute to the Flag and the Pledge of Allegiance.

 

 

PRESENTATION:

A presentation was made to the Police Department from the Hasbrouck Heights Junior Woman’s Club. The presentation was a dog catching pole and a 100 person first aid kit which was accepted with gratitude by Police Chief Michael Colaneri and Police Commissioner Marlene Verrastro. Presenters were Connie Doheny, Anita Schemitz, Lizz Nuzzo and Nancy Goodman.

 

COMMUNICATIONS:

The following correspondence has been received as of this date:

1. Letter from James P. Fox, Commissioner of State of New Jersey Department of Transportation regarding allotment from the 2003 Transportation Trust Fund for Oak Grove Avenue.

2. Letter from Rose M. Heck, Assemblywoman 38th District, regarding the allotment received from the 2003 Transportation Trust Fund for Oak Grove Avenue.

3. Letter from Matt Ahearn, Assemblyman 38th District, regarding the Oak Grove Avenue funding.

4. Letter from Cablevision announcing that it will be adjusting its prices as of February 1.

5. Invitation from the Anti Drug Council to participate in the Holiday Harmony Walk to the Circle for the annual Tree Lighting, with sign up at 4 p.m. at Corpus Christi Church.

6. Invitation from Committee on Community Celebrations to attend the annual Christmas Tree Lighting at the Circle on Sunday, Dec. 8 at 5 p.m.

Administrator Michael Kronyak advised that a resolution opposing the rate hike of Cablevision would be prepared for the next meeting. A motion to accept the Correspondence was made by Councilman Link, seconded by Councilman Heeren, and unanimously carried.

 

APPROVAL OF MINUTES: (October 22, 2002 & November 6, 2002)

On a motion by Councilman Pepe, seconded by Councilwoman Verrastro, and unanimously carried, with Councilman Heeren abstaining from the November 6, 2002 meeting, the foregoing Minutes were approved.

 

PETITIONS:

A Petition was received by mail from Lucia Waters and Surrounding Neighbors regarding the At&T Cellular Tower proposal at 174 Boulevard. (Copy of Petition attached)

On a motion by Councilman Link, seconded by Councilman Heeren, and unanimously carried, the foregoing Petition was accepted and was to be referred to the Board having jurisdiction over these matters, the Planning Board.

 

BILLS:

BE IT RESOLVED that the claims and accounts amounting to $180,425.91 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefore.

On a motion by Councilman Pepe, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Resolution was adopted.

 

REPORTS:

FINANCE AND SANITATION:

Under Finance, Commissioner Link report that everything was up to date as far as the budgetary figures were concerned with changes made due to the construction of the two new buildings.

Under Sanitation, Commissioner Link reported a recent sanitary back up had been cleared on the Boulevard and LaSalle Avenue, due to a ground rod installed directly through the line apparently when the traffic light was installed. National Water Main Company of Newark was retained to saw cut the rod out without having to excavate the line. Another back up was reported in the 300 block of Washington Place where a large section of pipe was missing where roots had grown, these were removed and the pipe would be repaired. Commencing Jan. 1, 2003 the BCUA would be charging 25 cents per ton on all solid waste delivered to them, raising the fee per ton to $63.25. The MRAP Grant Program will be reinstated in May 2003 with the Borough’s allocation $6,621 which will be used for recycling calendars and a new 30 yard container for the Recycling Center.

 

HEALTH, STREETS & TRANSPORTATION AND SOCIAL SERVICES:

Under Health, Commissioner Heeren gave the following report for October: 13 births recorded, 8 male, 5 female; burial permits 84, out of town 82, in town 2; certified transcripts 615, marriage 7; funeral directors requests 598; Fees collected: dog licenses, $108 of which $40 was late fees; burial permits, $82; certified transcripts, $3,075; food licenses and late fees, $390; marriage licenses, $253; with total fees collected $3,820. Total deaths recorded 89, residents in town 4, residents out of town 8; non resident 77. Food licenses issued 4, marriage licenses 7, marriages recorded 11; and a total of 189 calls to the office. At the Board of Health meeting it was noted that four food establishments were in the process of changing ownership.

Under Social Services, Under Streets and Transportation, he reported work had begun on Kipp Avenue curbs and sidewalks with paving scheduled for the Spring. The DPW has received 50 trees for Fall planting which are presently being planted and that the last day to rake leaves into the street will be Dec. 8. Under Social Services, he reported a busy month with 14 office interviews, 10 telephone conferences, referrals to numerous agencies, 22 calls were received, four food distributions and baby items to a needy family. In October, the director had work closely regarding the death of a client. The Thanksgiving food distribution was completed on Nov. 25 with donations from the Elks Club and Lincoln School, among others.

 

RECREATION:

Commissioner DiPisa first thanked those Seniors for attending the special Building meeting last Tuesday and for their input. He mentioned some dates to remember including upcoming council meetings, Dec. 10, Dec. 17 and Dec. 30, instead of the 24th (Christmas Eve). The reorganization meeting has been changed to Jan. 5, to allow families the opportunity to be together on Jan. 1. (He and Councilman Link were planning to be sworn in at the new Municipal Building on that day.) The Planning Board meeting is Dec. 17, Anti Drug Council Walk and Tree Lighting Dec. 8, and the Christmas Parade Nov. 29. He asked for a moment of silence for the passing of the mother of Tax Collector Conchita Parker. He wished everyone a Happy Thanksgiving and safe traveling during the holiday.

 

FIRE AND PUBLIC FACILITIES:

Commissioner Pepe gave the Fire report for October: Fire Alarms: Hasbrouck Heights, 51 calls, year to date 411; Teterboro 12, year to date 100; mutual aid 2, year to date 21; total for the month 65, year to date 532. Ambulance calls: Hasbrouck Heights, 77, year to date 737; paramedic assisted calls 34, year to date 315; Teterboro, 13, year to date 135; paramedic assisted 6, year to date 60, mutual aid 7, year to date 69; paramedic assisted 1, year to date 15; total 138, year to date 1,331. He remarked on the large number of calls and the need for more volunteers.

He announced the Fire Department elections results for 2003: Fire Chief, Robert Thomasey; First Assistant Chief, Joseph Taylor; Second Assistant Chief, Angelo Roccamo; Secretary, Thomas Rubino; Treasurer, Richard Giarratana. Engine Company One: Captain, Edmund Carter III; Lieutenant, Kevin Todd; Secretary, Bernardo Valente; Treasurer, Christian Semenecz. Engine Company Two: Captain, Christopher Hayes; Lieutenant, James Halloran; Secretary, Michael Thomasey; Treasurer, Thomas Rubino. Hook and Ladder Company One: Captain, Richard Giarrantana; Lieutenant, Brian Morrow; Secretary, Alfred Cirelli; Treasurer, Laurence Donohue. Ambulance: Captain, Maria Moretto; Lieutenant, Deborah Karlsson; Secretary, Gail Cardaci. Rescue Company: Captain, Robert Pietz; Lieutenant, Robert Knobloch; Secretary, Bernardo Valente. These officers would be sworn in on January 5.

Under Public Facilities, he gave an abbreviated report noting that the back of the building is completed bricked, the sides of the building and the front are started, the interior electrical, plumbing and duct work and elevator and sheet rock will be started soon. The sanitary sewer will be installed to the street and storm basins. Excavation of the Public Safety Building will be started within the next two weeks.

Councilman Link asked for a motion to approve the Fire Department elected officers for 2003 as read, Councilman Pepe seconded that motion, and it was unanimously carried.

 

POLICE AND LAND USE:

Under Land Use, Commissioner Verrastro reported 65 new permits were issued and asked residents to check with the Building Department before starting any construction.

Under Police she reported 960 calls were received at the Police desk. The Detective Bureau was working closely with the Bergen County Prosecutor’s office regarding the recent rape cases and cautioned resident store owners. The 2003 police car will be delivered next week. She cautioned shoppers to be aware. She had attended the League Convention and brought back good information.

 

PARKS:

Under Parks, Commissioner Wassberg read an administrative order dated Nov. 14 from the Bergen County Office of Emergency Management regarding the drought emergency that it would continue in effect, despite concerted efforts to conserve. Woodland Park has been winterized and will be cleared of leaves in December. After all leaves are removed from Borough streets, the Circle will be decorated for the holiday season. He reported 84 pavers for the Veterans Memorial Walkway have been purchased thus far. As Library Liaison, he noted that 100 children participated in the Leggo my Leggo family night at the Masonic Lodge. He noted upcoming Trim a Tree programs. A seminar on how to start your own business was upcoming. The library will have a float in the Christmas Parade. No adult or children’s programs will be held from January to March to prepare for the upcoming move to the new building.

ORDINANCE NO. 1983:

On a motion by Councilwoman Verrastro, seconded by Councilman Wassberg, and unanimously carried, the foregoing Ordinance on Continued Public Hearing was adopted.

Borugh Attorney Chandless commented that an additional ordinance regarding this was circulated and discussed by the council which directly impacts the public health, safety and welfare of the residents and would now be introduced.

On a motion by Councilwoman Verrastro, seconded by Councilman Wassberg, and unanimously carried, the foregoing Ordinance on Introduction was approved.

 

ORDINANCE(S) ON PUBLIC HEARING:

Council President DiPisa opened the meeting for anyone wishing to speak on Ordinance No. 1984, 1985, 1986, 1987, 1988, 1989, 1990 and 1991.

Ann McGill, 139 Field Avenue, regarding Ordinance No. 1991, what was it for, and was told that was the sewer line that goes along Ottawa behind the Holiday Inn.

A discussion on the Field Avenue sewer problems then continued for several moments.

There being no one else wishing to speak, the public hearing on these Ordinances on Public Hearing was closed.

 

 

ORDINANCE NO. 1984:

BE IT RESOLVED that an ordinance entitled "AN ORDINANCE TO APPROPRIATE THE SUM OF $25,000.00 TO PROVIDE FOR THE ACQUISITION OF GEAR AND EQUIPMENT FOR THE USE OF THE FIRE DEPARTMENT OF THE BOROUGH OF HASBROUCK HEIGHTS AND FURTHER TO AUTHORIZE THE FINANCING OF THE COST THEREOF IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW BY THE ISSUANCE OF BONDS OR NOTES NOT TO EXCEED THE SUM OF $23,750.00" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

 

ORDINANCE NO. 1991:

"AN ORDINANCE TO APPROPRIATE THE SUM OF $50,000.00 TO PROVIDE FOR THE RECONSTRUCTION OF CERTAIN SANITARY SEWERAGE FACILITIES IN THE BOROUGH OF HASBROUCK HEIGHTS AND FURTHER TO AUTHORIZE THE FINANCING OF THE COST THEREOF IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW BY THE ISSUANCE OF BONDS OR NOTES NOT TO EXCEED THE SUM OF $47,500.00" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

On a motion by Councilman Pepe, seconded by Councilman Wassberg, and unanimously carried, the foregoing Ordinances were approved.

 

MISCELLANEOUS FROM PUBLIC:

At this point the meeting was open for comments from the public.

Gilbert Hunt, 117 Henry Street regarding AT&T Wireless and the Planning Board application for cell towers.

Ron Ellis, 107 Paterson Avenue, with additional information regarding his request for a permanent bus stop at Paterson Avenue. This information was distributed to the Police Department and Streets Commissioners.

Gerry McGill, 139 Field Avenue, regarding the fact that borough streets are too narrow with parking on both sides, and the safety with emergency vehicles passing. It was discussed that making certain streets one way has been considered in the past and the pros and cons of this.

Carol Skiba, asked what progress had been made in getting funding for Field Avenue and fixing the sewer under Route 17. The expansion of Route 17 was discussed.

Ann McGill, 139 Field Avenue, felt that the faster it was done, the faster the problems would be taken care of. She asked about the possibility of abandoning the sewer line under the highway and replacing it with a new one not under the highway. The pitch and the fact that utilities might be involved was discussed.
