BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

June 11, 2002

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on June 11, 2002 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on January 1, 2002 and to The Observer, The Record and the Herald News on January 1, 2002.

ROLL CALL: Present: Mayor William J. Torre, Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: Councilman Garrett R. Pepe

SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE:
Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.

 

PRESENTATION:

 

COMMUNICATIONS:
The following correspondence was received as of this date:

1. Invitation from the Friends of the Library to the Book, Bake and Street Sale, June 22, 2002, with a rain date of June 29, the last time ever to be held at Burton and Walter Avenue.

2. Invitation to a Ceremonial unveiling the "Heroes of 2001" semipostal stamp on June 23, 2002 at 11 a.m.

3. Invitation to attend the Children’s Parade on Thursday, July 4 at 10 a.m. at Washington Place and Burton Avenue.

4. Notice of Public Hearing on June 13, 2002, from the Office of the Planning Board, Moonachie, New Jersey for the Borough of Moonachie to consider adoption of a Housing Element and Fair Share Housing Plan.

A motion was made by Councilman Heeren, seconded by Councilman Wassberg, and unanimously carried, the foregoing Correspondence was accepted and directed to the appropriate committees where a response was necessary.

 

MINUTES: (April 23, 2002, May 14, 2002 and May 21, 2002)

A motion by Councilman Heeren, seconded by Councilman Wassberg, with Councilwoman Verrastro abstaining from the Minutes of May 14, 2002 and Councilman Link abstaining from the Minutes of April 23, 2002, the foregoing Minutes were approved.

 

BILLS:

BE IT RESOLVED that the claims and accounts amounting to $1,460,908.63 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On a motion by Councilman Heeren, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Resolution was adopted.

On a motion by Councilwoman Verrastro, seconded by Councilman Wassberg, and unanimously carried, the foregoing Resolutions were approved. (Copies attached.)

 

APPOINTMENTS: Rose Heck as Mayor’s Representative to the Community Development Regional Committee, and Michael Kronyak as Alternate

On a motion by Councilman DiPisa, seconded by Councilman Heeren, and unanimously carried, the foregoing Appointments were approved.

 

RESIGNATIONS: None



ORDINANCE (S) ON INTRODUCTION:

ORDINANCE NO. 1967:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AUTHORIZE THE CONVEYANCE OF A EASEMENT TO THE COUNTY OF BERGEN OVER PORTIONS OF LOTS 18 AND 19.02 IN BLOCK 48 FOR THE PURPOSE OF ROAD WIDENING AND IMPROVEMENTS was introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on June 25, 2002.

On a motion by Councilwoman Verrastro, seconded by Councilman Wassberg, and unanimously carried, the foregoing Ordinance on Introduction was approved.

 

ORDINANCE(S) ON PUBLIC HEARING:

Mayor Torre asked for a motion to withdraw the following ordinance:

ORDINANCE NO. 1966:

"AN ORDINANCE TO AUTHORIZE THE CONVEYANCE OF AN EASEMENT TO THE COUNTY OF BERGEN OVER A PORTION OF LOT 20.01 IN BLOCK 47 AND OVER PORTIONS OF LOTS 18 AND 19.02 IN BLOCK 48 FOR THE PURPOSE OF ROAD WIDENING AND IMPROVEMENTS"

On a motion by Councilman Link, seconded by Councilman Heeren, and unanimously carried, the foregoing Ordinance on Public Hearing was withdrawn.

 

MISCELLANEOUS FROM PUBLIC: This being the first meeting of the month, the Mayor dispensed with opening the meeting to the public and said that the meeting would be open to the public on June 25, 2002.

 

 

RECESS FOR CAUCUS

Mayor Torre announced that the meeting would be recessed for Caucus.

There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
